You are not the only one that it will not let take it. I have tried Safari and Firefox.
Maybe it might be WinBlows specific?
Hmm. I got the same loop. I've put a different link now, to the report, which has a different button to the quiz. Let's see how that works.
My husband and I both got 15 out of 15. The questions are not difficult, but they favor those with a broad education.

the 2nd link worked a lot better. :) i got 13 out of 15 but i don't know about what the US Congress passed... *shrugs*
