I think Trump (or his minion) meant to claim that there are only two sexes, rather than only two genders. If he had said sexes he would have been technically correct, but the word gender doesn't really have a fixed meaning. Not to say that it doesn't signify a real constellation of pretty closely related meanings, but it doesn't have an agreed-upon, dictionary-endorsed meaning any more. No matter what Trump says.
Honestly I don't think Trump, or his followers, understand that there is a difference between sex and gender. Also, a lot of that failure to understand is deliberate.
